Update from EUTF on Benefits Administration System (BAS)

Disclaimer: Employees who are employed in a position working “20 or more hours per week and for at least 3 months” and are enrolled in EUTF health benefits plan

EUTF has provided a recent update to its new Benefits Administration System (BAS). To view the memo, click here. To ensure that EUTF staff are able to answer calls in a timely manner, EUTF asked to consider the following before calling:

Visit the EUTF Website for answers to your general questions regarding:

  • EUTF qualifying eventsDescriptions, forms, and deadlines related to qualifying events that allow changes to your EUTF benefits during the year (e.g., new hires, marriage, birth, loss of coverage, and acquisition of coverage).

  • Future retireesPreparation for retirement with overviews, pre-retirement including Medicare checklists, forms, deadlines, eligibility, and descriptions of retiree health benefits.

  • Pre-retirement workshopsDates and times for pre-retirement workshops

Insurance Carrier Questions (HMSA, Kaiser Permanente, CVS, HDS, VSP, HMA, and Securian)
  • Please contact the insurance carrier directly for membership cards, claims, and questions about whether a specific procedure is covered by your insurance.
  • VSP Vision does not mail membership cards, just mention to your provider that you have VSP coverage through EUTF.

Qualifying Events and Supporting Documents

  • New hire All new hires for the University should receive a letter in the mail with instructions on how to sign up online for their benefits using the self-service portal. Enrollment and all supporting documents are due to EUTF 45-days from the date of the event.

  • Adding dependents through qualifying events (e.g., marriage, birth, loss of coverage, new full-time student ages 19-23) – Include with your EC-1 a marriage certificate for spouses, birth certificates for children, student certification, and domestic partner documents. All documents are due to EUTF 45-days from the date of the event.

  • Birth Include with your EC-1 a birth certificate (or hospital notice) and the newborn’s Social Security Number. The Social Security Number is required to process the enrollment. For additions due to birth, all documents are due to EUTF 180-days from the date of the event.

  • Loss of coverage of a non-EUTF health plan – Include with your EC-1 supporting documents for any dependents, a notice from the former employer or insurance carrier that states the coverage lost (i.e., medical, dental, and/or vision), the date the coverage was lost and the individuals who lost coverage

  • Acquisition of coverage of a non-EUTF health plan Include with your EC-1 a notice from the employer or insurance carrier that states the coverage acquired (i.e., medical, dental, and/or vision), the date the coverage was acquired, and the individuals who acquired coverage.

  • If your enrollment requests impact another EUTF member (e.g., you’re adding a spouse that is terminating their EUTF plans or you’re currently covered under your EUTF parents’ plan) add a short note that describes the situation. This will help ensure that the effective dates are correct.
  • Enrollment requests including RUSH enrollments will not be processed until all supporting documents and information are provided to the EUTF.
  • Please allow three weeks (from the time you submit your EC-1 and all supporting documents to your personnel office until the time you receive a mailed confirmation notice from EUTF) before contacting the EUTF to follow up on your enrollment.
